The subject of human rights is difficult to present and discuss outside expert and advocate circles. Human rights no longer has the compelling draw that it had during the Marcos dictatorship (1972-1986) when the wholesale and rampant violation of civil and political rights and the authoritarian approach to development made everyone more sensitive to the need for sustained public awareness of human rights and related issues. The tendency to discuss human rights in abstract terms turns off most people who have had little experience of its abuse. In developing democracies, human rights abuses seldom figure prominently in public awareness, and media attention quickly wanes. Without public understanding and appreciation through media reports and interpretation, the protection of human rights will often remain only as words on paper, and in laws that are observed more often in the breach than the observance. Contested Diffusion of Human Rights: Evidence from the South Korean Print Media, 1990-2010

Speaker: Jeong-Woo Koo, Associate Professor, Department of Sociology, Sungkyunkwan University I examine the South Korean media coverage of human rights during the period, 1990-2010. I code 1,943 newspaper articles with mentions of human rights obtained from three major South Korean print media. Korea serves as an interesting case where human rights recently emerged as a major policy frame, entered school curricula, and penetrated into the public attitudes. Using a mix-methods approach, I analyze (a) how and why human rights appeared in South Korea, (b) how the coverage became increasingly contested, and (c) what domestic conditions led to the intensified contestation over the meaning and scope of human rights. My contention is that a key consequential aspect of the ongoing spread of human rights involves contestation over the meaning and scope of human rights; their meanings are challenged and their scopes are broadened in several unexpected ways. I maintain that tremendous domestic processes, such as ideological competition, traditional cultural responses, and prioritizing social order and/or national security, are responsible for this conflict-laden process of diffusion. It, in turn, challenges the assumption of the human rights diffusion literature that the top-down diffusion process is so straightforward that the cultural and institutional model is adopted without much of disputes.

SACSIS' Fazila Farouk put the question to William Bird, Director of Media Monitoring Africa, an organisation that tries to hold the media accountable to human rights principles. Bird argues that editorially there is a very clear bias in favour of the Constitution in South Africa, but in trying to see if that translates into overall trends in reporting, and specifically a human rights bias, then the answer is very clearly no. Across a range of different parameters, one finds that the South African media just don't have a very clear human rights agenda, he contends. United Nations, New York, 10 December 2011 - 2011 has been an extraordinary year for human rights. Millions of people took to the streets to demand change and to claim their rights. Many found their voices through social media - they used the internet and instant messaging to inform, inspire and mobilize supporters to seek the basic human rights to which we are all entitled. In her message for Human Rights Day, UN High Commissioner for Human Rights, Navi Pillay, asks that we celebrate the universal rights that belong to us all and the power of social media to promote and protect them. Human Rights Day is marked annually on 10 December, it commemorates the adoption of the Universal Declaration of Human Rights by the UN General Assembly in 1948. 21 Oct 2014 There are signs of bias in how the media in both Russia and Ukraine are covering human rights in the long-running conflict. The Russian media have exaggerated, fabricated and manipulated stories of alleged atrocities in eastern Ukraine. These include mass graves and a crucified baby boy, but no hard evidence has ever been produced that either of them existed. In Ukraine, the media are not as manipulative as their counterparts in Russia, but in some ways they are happy to support the government line. For example, just like the government, they usually blame civilian casualties squarely on Russian troops and rebel fighters. BBC Monitoring's Stephen Ennis and Vitaly Shevchenko take a look at how the human rights issue is playing out in Russian and Ukrainian media coverage.

The Centre for Human Rights, Faculty of Law, University of Pretoria, is deeply concerned about the deteriorating human rights situation in the North West and South West regions of Cameroon (English-speaking Cameroon), including reported arbitrary arrests, abductions, extra-judicial killings, involuntary disappearances, rape, torture and inhumane treatment of detainees, trial of civilians by military tribunals, shut down of internet services and the shutdown of schools (since November 2016). By its actions and omissions, the government of Cameroon has failed to protect its citizens and as such stands in violation of the obligations imposed upon it by the Preamble to the Constitution of Cameroon which among others guarantees the right to life; freedom from torture; cruel and inhumane or degrading treatment or punishment; right to liberty and security of person; right to fair hearing; freedom of expression; and freedom of association and assembly. As a member of the African Union, Cameroon is also obliged to give effect to these rights as enshrined in article 4 (the right to life), article 5 (the guarantee against torture, cruel, inhumane and degrading treatment), article 6 (the right to liberty and security of the person), article 7 (the right to a fair trial), article 9 (freedom of expression), article 10 (freedom of association) and article 11 (freedom of assembly) of the African Charter on Human and Peoples’ Rights. A top-class program whose title announced in advance the timeliness of its implementation and the importance of its realization. "Enhancing Journalists’ Role in Promoting Human Rights" was the focus of this training. The enthusiastic welcome expressed by the participants (members of the UAE Association of Journalists) was a demonstration of the importance of this training program. The Emirati journalists interacted with a variety of high-level professionals, whose expertise is recognized worldwide. The trainers were specialized in human rights, humanitarian law and the media. The training program provided participants with the opportunity to deepen their knowledge about the theory and practice of international law in this regard. The pace was set by H. E. Idriss Jazairy, Executive Director of the Geneva Centre, who introduced the multi-faceted program and made a presentation on the one of the basic human rights UN Charter-based mechanisms, the Special Procedure Mandate Holders who are internationally renowned independent experts in the field of human rights. Dr. Pierre Sob, the Founder and Director of Horizon Learning Link and President of Africa 21 delivered a lecture on the International Covenant on Civil and Political Rights while Ms Kamilia Kamileva, Executive Manager of the Geneva Academy gave a lecture on Charter- and Treaty-based mechanisms. Among the former was included in particular the Human Rights Council. The latter included the 10 Treaty-bodies set up to follow the implementation of the 9 core Human Rights Covenants and Treaties. Ms. Kamileva also made a presentation on the freedom of opinion and expression. The Universal Periodic Review introduced as a peer mechanism to evaluate the performance of all States in the field of Human Rights was intended to overcome the selectivity which blighted the human rights debate in the past which focused essentially on developing countries. This mechanism was presented to the audience by Professor Osman El Hajjé, Founder of the Human Rights Centre at Jinan University in Lebanon and a former Independent Expert of the Human Rights Council. The President of the Arab Centre for International Humanitarian Law and Human Rights Education spoke extensively about the Regional Human rights institutions with special focus on Arab region and the Organization of Islamic Cooperation. Two representatives from the ICRC, Dr. Ahmed El-Dawoody and Judge Omar Mekky detailed in their lectures respectively the pilot role of Islamic Law in the field of International Humanitarian Law and the challenges of non-international armed conflict in the context of humanitarian law and human rights law. The Chief Editor of the electronic version of the Algerian paper « Liberté » for his part delivered lectures on the media coverage of human rights issues and on the journalistic techniques in the field of human rights. The Chairman of the Geneva Centre, H.E. Dr. Hanif Al Qassim chaired the Closing Ceremony and delivered the certificates of attendance to the fourteen participants members of the Journalists Association and other correspondents of the press in Dubai. The Chairman of the Journalists Association, Mr. Mohammed Youssef also attended the deliberations.
