Mallika has overseen Breakthrough's evolution from a single campaign to a global leader in advancing human rights through cutting edge multimedia and pop culture tools. Prior to founding Breakthrough, Mallika served as Program Officer for Human Rights at the Ford Foundation's New Delhi Office where she initiated the Foundation's work in police reform and forged unique partnerships between police, NGOs, and civil society groups. Mallika also acted as the Associate Director of the Center for Women's Global Leadership at Rutgers University, and was at the forefront of the global movement for gaining recognition for women's rights as human rights. Mallika is a co-founder of SAKHI for South Asian Women and has served on several boards and committees, including WITNESS, the Human Rights Watch Women's Rights Project and Asia Watch, The Sister Fund, Asian American Pacific Islanders in Philanthropy, and the US NGO Coordinating Committee for the UN World Conference Against Racism. She is a member of the Council on Foreign Relations and currently serves on Boards of the Open Society Institute US Programs, and Games for Change, and on the Rights Working Group Steering Committee. The recipient of several awards, Mallika began her career as an Associate at Debevoise & Plimpton. She graduated from NYU Law School in 1989, received a Masters in International Affairs and South Asian Studies from Columbia University in 1996, and an A.B. in International Affairs from Mt. Holyoke College in 1983. Mallika has authored several influential articles and essays including the widely referenced "With Liberty and Justice for All: Women's Human Rights in the United States." She was also the co-author of the globally utilized manual, "Local Action Global Change: Learning About the Human Rights of Women and Girls,"which has been translated into more than ten languages. Mallika is frequently interviewed in the national and international media including BBC, The New York Times, India Today, FOX News, and Verve. The subject of human rights is difficult to present and discuss outside expert and advocate circles. Human rights no longer has the compelling draw that it had during the Marcos dictatorship (1972-1986) when the wholesale and rampant violation of civil and political rights and the authoritarian approach to development made everyone more sensitive to the need for sustained public awareness of human rights and related issues. The tendency to discuss human rights in abstract terms turns off most people who have had little experience of its abuse. In developing democracies, human rights abuses seldom figure prominently in public awareness, and media attention quickly wanes. Without public understanding and appreciation through media reports and interpretation, the protection of human rights will often remain only as words on paper, and in laws that are observed more often in the breach than the observance. Contested Diffusion of Human Rights: Evidence from the South Korean Print Media, 1990-2010

Speaker: Jeong-Woo Koo, Associate Professor, Department of Sociology, Sungkyunkwan University I examine the South Korean media coverage of human rights during the period, 1990-2010. I code 1,943 newspaper articles with mentions of human rights obtained from three major South Korean print media. Korea serves as an interesting case where human rights recently emerged as a major policy frame, entered school curricula, and penetrated into the public attitudes. Using a mix-methods approach, I analyze (a) how and why human rights appeared in South Korea, (b) how the coverage became increasingly contested, and (c) what domestic conditions led to the intensified contestation over the meaning and scope of human rights. My contention is that a key consequential aspect of the ongoing spread of human rights involves contestation over the meaning and scope of human rights; their meanings are challenged and their scopes are broadened in several unexpected ways. I maintain that tremendous domestic processes, such as ideological competition, traditional cultural responses, and prioritizing social order and/or national security, are responsible for this conflict-laden process of diffusion. It, in turn, challenges the assumption of the human rights diffusion literature that the top-down diffusion process is so straightforward that the cultural and institutional model is adopted without much of disputes.

Russia has introduced significant restrictions to online speech and invasive surveillance of online activity and prosecutes critics under the guise of fighting extremism. Since 2012, Russian authorities have unjustifiably prosecuted dozens of people for criminal offenses on the basis of social media posts, online videos, media articles, and interviews, and shut down or blocked access to hundreds of websites and web pages. Russian authorities have also pushed through parliament a raft of repressive laws regulating internet content and infrastructure. These laws provide the Russian government with a broad range of tools to restrict access to information, carry out unchecked surveillance, and censor information the government designates as “extremist,” out of line with “traditional values,” or otherwise harmful to the public.

"Does the media have a human rights agenda?" SACSIS' Fazila Farouk put the question to William Bird, Director of Media Monitoring Africa, an organisation that tries to hold the media accountable to human rights principles. Bird argues that editorially there is a very clear bias in favour of the Constitution in South Africa, but in trying to see if that translates into overall trends in reporting, and specifically a human rights bias, then the answer is very clearly no. Across a range of different parameters, one finds that the South African media just don't have a very clear human rights agenda, he contends. Centre for Human Rights expresses serious concern over human rights situation in Cameroon

The Centre for Human Rights, Faculty of Law, University of Pretoria, is deeply concerned about the deteriorating human rights situation in the North West and South West regions of Cameroon (English-speaking Cameroon), including reported arbitrary arrests, abductions, extra-judicial killings, involuntary disappearances, rape, torture and inhumane treatment of detainees, trial of civilians by military tribunals, shut down of internet services and the shutdown of schools (since November 2016). By its actions and omissions, the government of Cameroon has failed to protect its citizens and as such stands in violation of the obligations imposed upon it by the Preamble to the Constitution of Cameroon which among others guarantees the right to life; freedom from torture; cruel and inhumane or degrading treatment or punishment; right to liberty and security of person; right to fair hearing; freedom of expression; and freedom of association and assembly. As a member of the African Union, Cameroon is also obliged to give effect to these rights as enshrined in article 4 (the right to life), article 5 (the guarantee against torture, cruel, inhumane and degrading treatment), article 6 (the right to liberty and security of the person), article 7 (the right to a fair trial), article 9 (freedom of expression), article 10 (freedom of association) and article 11 (freedom of assembly) of the African Charter on Human and Peoples’ Rights. International Society for Human Rights Condemns the CCP's Violations of Human Rights

For years, the issue of worsening human rights in China has drawn the international community's concerns and vigorous denouncement. On December 7, 2017, the International Society for Human Rights (ISHR), headquartered in Frankfurt, Germany, held a news conference in Cologne on the Current Situation of Human Rights in China. Those invited to attend the forum were experts concerned about the human rights situation in China, representatives of persecuted groups in China, the press corps and so on. The Church of Almighty God, which has been subject to brutal suppression and persecution for years by the Chinese Communist Party (CCP), has gained the understanding and support of increasingly more international organizations recently. At the press conference, Christians of The Church of Almighty God addressed the audience as victims of persecution. ISHR expressed that the purpose for convening the press conference was to inform the international press corps of the dire human rights situation in China currently, while stressing that China is the country with the most serious human rights violations in the world, and China’s ruling party, the Chinese Communist Party, has committed the most serious crimes against human rights in China.
