European Regulation on Classification, Labelling and Packaging (CLP)

We are changing the labelling of our products from the end of 2013. The change is required by all EU Member States to meet the European regulation on classification, labelling and packaging (CLP) of substances and mixtures. The CLP Regulation ensures that the hazards posed by certain chemicals are clearly explained to workers and consumers in the EU through clear classification and labelling. The legislation will bring the EU into line with the United Nations' Globally Harmonized System of Classification and Labelling of Chemicals (GHS). In time, this worldwide standard will replace the old European labelling systems. Labels (and safety data sheets) will look different in future but this does not necessarily reflect a change in the composition or performance of -- your tried and tested Standox products.

What Is the New REACH Guidance?

On June 28, 2017 the European Chemicals Agency released an update to their guidance on requirements for substances in articles. This guidance, for the REACH Regulation, clarifies communication requirements for substances of very high concern (SVHCs), in relation to the Court of Justice of the European Union's (CJEU) 'once an article always an article' ruling. The ruling was necessary in response to a number of EU Member States who did not agree with the interpretation. France was committed to enforcing REACH under their own interpretation of the 'once an article always an article' ruling. This resulted in two French trade associations requesting a ruling from the European Court of Justice. Prior to the updated guidance, companies have been adapting without official guidance from the European Chemicals Agency. The ruling states that SVHC compliance should be based on concentration thresholds for each individual article within a product or object, not the product as a whole. This was a game changer for industry. With this release, suppliers and importers now have the context they need to assess compliance with the requirements of Article 33 and Article 7(2) of the REACH Regulation. The improvements offer a more comprehensive set of examples to help them understand the conditions under which they must communicate the composition of their products. This is a strong signal that the ECHA will continue to provide further and ongoing industry guidance in relation to the REACH Regulation. REACH, a test case for better regulation - Towards safer chemicals management in the workplace

With the adoption of the Better Regulation Agenda on 19th May, the European Commission is taking first concrete steps in the definition of its policy. This issue is expected to be heavily discussed in Parliament and Council in the following weeks, all the more since the Parliament has been very careful about the risk of better regulation being misused to remove environmental laws. There is a growing interest across stakeholders for the application of the better regulation approach to the management of chemicals. The Commission, the Parliament, the Council and the industry have started to look into a more consistent interaction between REACH and workplace legislation. Trade unions have been vocal about speeding up the process of implementing relevant workplace legislation, encouraging the Commission to adopt exposure limits for a number of chemicals. * What are the most “burdensome” aspects of REACH Authorization and how could they be tackled? * How do exposure limits contribute to a safe management of chemicals? What is REACH? The council of the European Union has in the year 2006 put in place the REACH Regulation N°1907/2006. The text concerning chemical substances and dangerous mixtures aims to provide a better protection of the human health and the environment. All this is also to promote the innovation and the competitiveness of the European Industry. The REACH regulation is in place since 1st of June 2007. Esterline Connection Technologies (SOURIAU-SUNBANK), being fully aware of the obligations implemented with this regulations has set up a surveillance process for the manufacturing process and the utilization of chemical substances. Following the publication of the regulation 348/2013/EU, the use of chemical substances based on chrome hexavalents (CrVI) will be banned from begin of the 21st of September 2017 without having an authorization. REACH Authorisation: What impact for industry, SMEs and consumers?

Authorisation, one of the REACH processes for managing risks of substances of very high concern (SVHC), has the ultimate aim of phasing out SVHC of non-essential uses. In order to obtain an authorisation, companies must prove either that the risk to health and the environment is controlled or there are strong socio- economic arguments. After 5 years, it is important to draw some lessons from the efficiency of REACH, whilst at the same time reviewing the Risk Management part of the legislation. Given the authorisation costs, how can industry still be competitive throughout the entire supply chain? What will be the impact on SMEs? Is there a risk that authorization results in the allocation of critical parts of the value chain outside the EU, creating loss-loss situations for economics as well as environment & human health? How does the authorisation fit into the critical raw materials directive? Will the authorisation process be taking into account other legislative directives such as resource and energy efficiency? The Commission, supported by Member States and ECHA, will issue a roadmap on SVHC. How will RMO and stability to industry, and SMEs in particular, be taken into account?
